Alliant Reloader powder lot variations?

Are the Alliant RL series of powder known to fluctuate much between lots?

I have heard of Varget doing this but new to RL. I had a load worked up for 7-08 and ran out of RL19. The new can loaded to same weight is giving me almost 100 FPS SLOWER? ??? I went from 2830 avg FPS with a 140 grain bullet to 2715 avg with same primers, cases, bullets, just different lot of powder.

I have RL 15, 17, 19 and the Alliant book shows 19 being faster in this cartridge

Was disappointed as it was a a compressed load and I can't go up. It was also shooting pretty nice in the rifle.

What other powders are known to do this?
 
I haven't seen any rifle powder that didn't change velocity from lot to lot. Sometimes it might not be such a big difference as the one you're describing, but there was always some difference.
