I'm not sure how you measured those groups. To take just one example, the one marked 0.357 at the bottom is over 3 shots in width. That means it would be well over a 0.4 group. The one marked 0.481 is nearly five shots in height. Four at minimum. Pardon me if I am misunderstanding something.

The one that is marked .357 is .580 wide BUT you subtract .223 the size of the bullet to get the center of the group or the size of the group . And the group marked .481 is .704 over all again you subtract .223 from that and it is .481 . You need to go to a shooting match and see how they score .

Art is correct, groups are measured center to center. Back when I as big into group shooting, the scorerer had a device on their calipers with a 6mm reticule to line up with the bullet holes. That made the process easier. I still have one somewhere. At all the club matches that I attended, they scored just as Art did. By the Way, Art thats some pretty good shooting for that rifle. Have you tried any Norma match in your rifle?

Yeah something’s off.

I zero my digital caliper at .223 then measure outside to outside.

You don't get exact size on the computer , You know that ?? SO I may be off one hundred ten thousand of a inch . you want me to send you my target ???

OK !! the bullet hole size in the paper is .184 not .223 would that make you happy ?? SO that would make the .357 group that is 580 out side to out side - .184 == .396 . I was using the size of the bullet so now is everyone happy ?? So what would you use bullet size or hole in the target size ?? 100 people would give 100 different answers .

I use a single hole in the target, different paper gives different measurements.

Here I found the single hole was .220”

How big is your center circle , mine are .500 . I was using .223 because the bullet is .223 . A single hole in my target was .184 . SO now I will find some paper to print my targets on that the hole will measure .223 , and bet I will find some some where .

My set of 5 targets upper right where I shot one bullet at each target . The holes look bigger than on your target.
Your upper left target .304 group +220 = .524 group size . And my .141 group from out side to out side is .364 group size - .184 bullet size = .180 . Now your group in the target was .524 and my group in the target is .364 so my group is .160 smaller than yours . right ?? and they look the same size to me. . You can't zero your digital caliper to a picture on the computer and say it is right or wrong .

And your upper left group is .304 and if say you didn't subtract .220 from a higher number , that would make it a .084 group , and there is no way that group is .084 .

Center circle
Inside diameter .400”

Outside diameter .504”

I measure the outside of the black marks the bullet leaves on the paper.

Yeah I don’t know how to measure a group off a computer screen.

Your .141” group appears to be just a bit larger than two bullet diameters wide.

So seems it has to be at least one bullet diameter ( your bullet hole is .184”) so yeah, about .180-184”.

Get a better measurement on single holes- they can vary on a target.

No you don't !!! your inside diameter is .239 and the outside diameter is.304 on my computer . YEAH I do know how to measure on the screen !! I can blow your picture up and still can't get you measurements .

That .304” group measures .524” outside to outside.

Visually, that .304” group is larger than two diameters. So it has to be larger than .220”

Nobody could come up with a .084” group???

I am not even going to critique your group measuring but I have a question about the number of shots in them. Are all the groups five-shot? It appears (maybe tears) that a couple may be more than five-shots.
I would not be concerned with your method of measuring as long as you are measuring every target the same way and seeing improvement in your rifle's accuracy.
Did you have wind flags out when you shot these?
