after annealing ?

F/L size after annealing. I use a Forster BR non bushing sizer with a .224 diameter ball installed. Inside diameter on the necks run .22325 to .22330. Almost a full thou of springback. Makes for a very smooth and consistent interference fit when seating the bullets. I use an arbor press and L.E. Wilson dies.

The rest of us have a strange attraction for meat grinders.
 
I FL size everything EXCEPT 223, for which I found the resulting headspace is more consistent and at my desired specification using a Lee collet die only. You may want to experiment to determine for yourself in your chamber.
 
Full length sizing after anneal is a good for two reasons. First, it assures that any minor changes in shape are corrected.

Second, and more important for accuracy, is that the sizing will work harden the brass. While work hardening might at first seem a bad thing, the hardening rate is fast at the start and slows down as the metal is moved more. That makes the neck tension more uniform.

I’m not questioning your knowledge but that fast at the start and slows down thing lost me.
 
To get the full benefit of annealing it pays to size before annealing. I don't FL size my 223 brass unless or until I'm getting stiff bolt close or bolt "clicks" after firing. Bolt clicks are an indication that the brass has work hardened to the point that it does not spring back slightly after firing, thereby sticking to the chamber walls. When the bolt is opened and the primary extraction cam begins to extract the case, the case being stuck will resist extraction. Extra force frees it but the noise made as the extraction cam slams against the action is referred to as a "click".

I prefer to neck size only and then anneal only when required, usually every 5 or 6 cycles.
