Advise on non adjustable rear sight Walther P22

I have an inexpensive Walther P22 that comes with a laser. I replaced the front sight with a fiber optic. It has a rear sight that adjusts for windage, but not for height. I am hitting about 4 inches low @ seven yards. It seems all of the are market sights suck.
My question is, because i cannot adjust the front fiber optic sight, I could add or subtract to the rear sight. Which way would the sight have to be fabricated? File out the base of the U notch? Or add some JB weld to it and add to the U notch. Please and thank you for your advise!
 
Seven yards is rather close. I suggest you try to come to the proper sight height at the range you normally shoot. If that is 7 yards then OK.

To raise the impact point, you must raise the top of the REAR sight........... OR.......... lower the top of the FRONT sight.
