There's a guy over at SH that seems to get a lot of rave posts for the work he does and the quick turnaround. I think his name is Joe Ducos (stockdoc)?
CAVEAT: I have never had any work done by him, but the pictures I've seen posted look like he does nice work.

I installed my own Karsten adjustable cheek rest. It wasn't that hard but it helps to have a drill press, the right size bits, and about 5 hands. The real trick is just keeping the stock level while drilling (which is a pain if your stock doesn't have any flat spots to index on).
