Accurizing Package for Remington 700 SPS

I am considering to have a Silhouette Rifle in 7-08rem and do not want to spend a lot. My requirements are for an SS Rem 700 action, sporter barrel, synthetic stock,want to upgrade to a HS Precision stock) and accuracy on consistently for 4 5-shot groups at 1,0 inch at 100 yards with match bullets.
My budget is set at U$1.000,00 maximum for the complete rifle with the HS Precision stock,PSC14, around U$265 at Midway).

I live outside US, so I have to do any gunsmith before have the rifle sent to me.
I am considering to buy a Remington 700 SPS SS rifle,around U$510,00) and have one good gunsmith work on an Accurizing Package. So far I am aware of the following gunsmiths:

Have I got a deal for you.

I happen to know where exactly what you want is sitting on the shelf for sale already built up. It is a custom silouette,heck with spelling) on Rm 700, in 7-08 with very few rounds at dirt cheap price,think under $600). John can give you the history but it is custom rifle built for a top silouette shooter and have very few rounds through it. It balances great, custom heavy barrel, high cheek and I love 7-08 and almost bought it for myself.

Finally you should be able to buy the SPS for under $450 as that is the going price for most places. I paid $439 for mine.
