a&d book entry for manufactured firearms

as an 07 FFL, if I purchased a receiver from a supplier, it gets logged into my a&d book as a receiver.

If I build this receiver into a rifle say 308win then sell it to a customer and do a 4473, how do I log the change from a receiver to rifle on my a&d book?

Thanks

This is not the place to ask. Call your local office (Helena) and ask them this question. They will be inspecting you and every agent I have dealt with wants things done a little different. Record the names, dates, and responses of this call. You will likely have to explain why its not how the new guy wants it one day.

Copy, I sent an email and waiting to hear back. This is the first time this has came up for me and haven’t thought about it until this point.

I was just curious how other ffls handled this situation as I know several hang out in the gunsmithing forum.

I’ve read through the atf website and can’t find anything that addresses how this is handled.

It gets disposed to yourself (your ffl) as a reciever under manufacturing, then acquired from yourself under manufacturing with any changes you made.
It'll then get disposed as normal with the 4473.

I have been an 07/02 for 15 years. This is how I have done it and been inspected multiple times with no problems. My bound books are kept in the consolidated format as required by ATF in ruling 2016-1.

Make, model, serial no., type (receiver) caliber (none or what is stamped on the receiver if marked), date received, name/address or name/license no.

Then book it out to yourself, i.e., date, name on license and license number.

Next line, make, model, serial no., type (rilfe) caliber (.308), date manufactured, your license name & license number.

If transferring to another licensee book it out name & license no. or on a 4473 complete the form, file, and book out name & address.

Thanks for all the help guys. I’ve been keeping two bound books, one for manufactured items and one for normal a&d’s.

I’ll see what the local atf agent says when I hear back.

Thanks

I heard back from my local agent today and this is how he said to do it. He was actually very helpful and cool to deal with.

I have an excel sheet I set up to print on 11x17 I use for my bound books. I printed out 50 pages, to office depot, had then put card stock on the front & back spiral bind for like $5.

I run 3 books, Title I, Title II, & repairs. If you want the excel sheet PM me an email address and I will forward it.

I still keep all my records hardcopy in blue ink. You can get software, just make absolutely certain it meets all the requirements, some of them do, some don't.
