7mm SAUM, 168 gr Bergers, H1000 and 22" barrel

My mail carrier told me today he's doing his first 1000 yard target shoot. He told me his combo (see post title) and it seemed to me he's using a slower burning powder than necessary. He said he was getting 2,850 FPS with compressed loads. I have zero experience with the 7mm SAUM but this combination in a 22" barrel just doesn't sound optimum.
Thoughts?

2850 fps with H1000 in a 22" bbl is about 100 fps high. H4831 and RL26 are a better burn rate.
