I should say that they probably can’t get enough powder in the case to achieve the velocity they want. Most people in F class are using N555. Which is similar to H4350. It wouldn’t hurt to try H4831Sc or N560.

That GRT simulation is using the SAAMI 7mm PRC case, not the 7-6.5 PRC. The 7mm PRC's default case capacity is 82 gr. of water, and my Lapua formed 7-6.5 PRC brass has a measured case capacity of 69.35 gr. of water. As you can see, two very different animals.
