7-08 No turing Starline brass with .316 neck?

Hi

I'm building a 7-08 out of a Tikka T3, a compromise for F-class, other paper shooting out to 600 m and hunting. Now I have the possibility to shoot a PRS match (compromises are never ultimate but In Sweden we have restrictions that it makes it difficult for me to have the "right" rifle for every disipine). I have a .316 neck in a Krieger barrel designed for 162-168 gr bullets and the first chose of brass is neck turned 308 Palma brass to a 0.004 clearance for paper shooting. Participating in the PRS will firstly be for fun and I am not willing to do a whole case-prep this discipline, I am searching for a case with no turn neck. I know that the Winchester Brass will do but now I cant get hold of it in Sweden any more but Starline is available in reasonable price.

1. Do any one know the diameter with the bullet seated with Starline brass?
2. What are your experience with Starline brass?

Have you had a look at the 'home grown' Norma 7-08 cases?
Is at least easy to come by in Scandinavia.
 
I checked necks on some unturned Starline 7-08 brass and some 6.5 CM brass, both were consistently .014", +/- .0002". Depending on the variance from different lots, you should have about .004" total clearance in a .316 neck.

I have not used the Starline brass in 7-08, preferring the Lapua brass, but I like the Starline LRP in 6.5 Creedmoor.
