416 Barrett ELR build - Unusual Tensioned/Tuned Barrel

I just got back from the "Unholy Alliance" ELR match in Gladstone VA. One of my friends had this awesome new build based on the 416 Barrett with a fully tuned barrel from a 2" blank.

Wondering if anyone is familiar with this kind of barrel and what it is actually called.

Just interested in learning more about it including who could build, cost to build, pros/cons etc.

Tacomhq structured barrel?

Tacom HQ is who machined the extra features into the barrel.
They also make optical devices for more elevation like what’s in front of the scope on my rifle.
