416 Barrett ELR build - Unusual Tensioned/Tuned Barrel

I just got back from the "Unholy Alliance" ELR match in Gladstone VA. One of my friends had this awesome new build based on the 416 Barrett with a fully tuned barrel from a 2" blank.

Wondering if anyone is familiar with this kind of barrel and what it is actually called.

Just interested in learning more about it including who could build, cost to build, pros/cons etc.

Tacom HQ is who machined the extra features into the barrel.

How is it tensioned?

This is not a tensioned barrel setup. The barrel is a structured barrel. A tensioned barrel setup would weight a lot more and the outer diameter sleeve would be about 5-6". It would be very difficult, but not impossible, to design and build a 40-pound tensioned barrel for ELR heavy class. I think the rules might have been changed to 50 pounds. The knuckleheads running KO2M change rules frequently without consulting the competitors who have already built rifles to one set of rules. I know this firsthand!
