40X Center screw Removal Issue

A customer brought me his 40X. The center "action screw" turns 2 revolutions and stops. The other action screws come right out.

Your thoughts?
 
For me standard practice is to never tighten beyond what is enough to keep them from falling out. Could not be happier with ever thing you have done for me. Thanks again Terry.
 
^^^^^ bedding material? Seems like a shame to force it, but what other choice do you have? X ray machine? I've seen X rays of rebar in a concrete slab that were very detailed, enough to make the inspector shut up and leave.
 
If you can do so without damaging the stock, use a small soldering iron to heat the head of the screw. If it’s bedding maybe it will soften enough to remove it.
