32-20 100 gr xtp projectiles seem too slow.

Can anyone suggest why my rounds are so slow?
I'm firing 100gr xtp projectiles, 20 inch barrel out of a Winchester 1892 32-20. 12 grains of IMR-4195. reasonable groups at 50 meters using iron sites but only 1020 fps.
I'd like to be getting 1200 *1400
Using garmin xero c1
Any suggestions?
the powder is perhaps 20 - 25 years old in it's original tin.

?4895? Maybe, awful slow for a small case.
Majority of my 32-20/30-20 shooting is done with AA9
 
Sounds about right, Waters pet loads lists 14 gr 1680 at 1550 fps from 24 1/2" with a 100 gr jsp, that's quite a bit faster than 4198. Bump it up if you want more velocity. Here's some other loads to try.
I use 2.8 Bullseye / 115 HCPC in an old '73 for 1050 fps.... Low pressure, very accurate.

FWIW Starline just did a run of 32-20, might still find some.... It goes fast.

Look at TC data or do a search for 30-20 data for more modern powder info. The early AA load book had some HV load info.
 
It’s worth double checking your powder, 4195?????
A look at quick load shows 12 grains of 4198 in a 20” barrel around 1425 fps.
12 grains of 4895 @ 1005 fps.

if it’s an original it won’t hurt to check the bore size to make certain the bullets aren’t a loose fit.

A lot of good reloading data: They show fps up to 1700. Their chart shows 1527 FPS with 17.0 gr. of 4195 and a 100 gr.Speer Plinker SPRN bullet.

Managed to get a few hundred starline brass the other day by luck.

Ignore the green label. I definitely chronographed 12grains.
