I just got my rifle built around a satern barrel.They used a custom reamer made my off my dummy round.The question is my load round neck mesured at .338,and the fired round is at .340.Does this mean I have only .002 around the neck,or is there some spring back to the brass?Also what size bushing should I get.I was thinking about a .336.
 
That sounds about right. There might be a bit of spring back, but not much. .340-.341" neck is a common 'match' chamber dimension. The question in my mind is how did you get a .338 neck on a loaded round? What'd you do, wrap it with tape? ;)
 
I don't know Im using Lapua brass,I know its a bit thicker.I used five loaded rounds and they all came out to the same spec.
 
Normally Lapua seems to come out .3365-.3370... you must have got one fat batch ;)

Anyway... 2 thou under for a bushing size should be good. I have a whole box of them; I'd advise trying 1, 2, & 3 thou under measured size just in case. Sometimes the thicker brass doesn't spring back as much as anticpated, or sometimes the bushings don't seem to size enough. Way easier to have and not need than to need and not have, and have to sit there waiting on another one on order.
