I picked up a 308 win Prohunter barrel for my Encore and I’m throwing together a hunting load for it. I’m reading that Varget is the go to powder but everything I see is in a 22”-24” barrel. I have 28”s to burn powder in and was thinking something slightly slower might work better. Any suggestions from shooters using longer barrels in 308 and the 165ish grain bullets ? I have Varget and H4350 on hand and maybe some others in those burning ranges but I cannot check until late tomorrow.

I use 48 gr of H4895 with the same bullet. It's pretty warm, so you might start at about 47 gr.
What velocity are you getting ?
43 of H4895 is about the safe limit with 165 grain bullets. Your 47 and 48 grain charges are extremely warm.

Varget will definitely run a 308 at 2700 FPS so will RL-15 but there's no need to hit um that hard and you may not like the sharp recoil.
That's why IMO your getting recommendations of 4064 & 4895
