Is it safe to do this chamber in a factory action (Winchester) or would it be wise to go to a custom with a .750 bolt?

A long action Winchester with a 0.532" bolt face will serve you well for a 30 Nosler.

.750" bolts make the action weaker typically as they make the lug seats smaller. There are exceptions, where the barrel thread tenon and lug OD is also increased accordingly.

I guess I assumed the larger bolt would have the larger tenon as well thanks for the info

Thats what you would think. Its seems odd a Lapua bf action would have smaller lugs than a .308 bf action but some do.

You want an action designed with big lugs and barrel tenon, Bat HR. The best.
