.284 barrel length and contour

For long range F-Open with a .284 and Berger 180 grain hybrids would a 30 inch Krieger #11 straight contour potentially provide superior performance, recoil reduction, and balance over a 30 inch #17 HV contour using a Panda F-Class action/McMillan MBR stock/NF Competition? Is the extra weight justified? Or would a 32 inch HV be a better choice?

I'm one to really crowd the 22 pound F-Open rifle limit, so I would go for the straight contour 32-inch barrel, all depending on the weight of your stock and its add-ons.

30-32" straight 1.25" is the norm.
30" is plenty to get comfortably in the 2800-2850 node with 180's.
Get a 1-9 twist.
