What major issues will I run into by sizing 260 Lapua brass to .243 or .308? Best to neck up or down?

Neck thickness/turning would be the first one to think about IMHO. Sizing down would create thicker necks, sizing up slightly thinner form original thickness.

sizing from 260 to 308 will allow you to have full length necks from the start. You will have to trim to length. Sizing 260 down to 243 will cause your necks to probably always be short.

Also what 22BRguy said also applies.

The first law of thermo is at work here, there is no free lunch
