Stiller has indicated he made them entirely because people wanted them.Seems I recently saw a thread here discussing the differences in a two-lug v. three-lug action for rimfire.
IIRC, if the three-lug wan't accurate it wouldn't be an option.
Since I am rimfire stupid on best type lug set up and fire control then it's best to defer to those who know.
Maybe @Tony K Harper could explain for us all?

The two lug action(s) requires more bolt lift to cock. They have a longer, less steep cocking ramp.
