243 Win with IMR 4064 & Berger 90gr - OCW or bullet jump tuning first?

I just picked up a bunch of 6mm Berger 90gr BT bullets. They will be loaded with IMR4064 and shot out of a Savage rifle I have been playing around with. My question - should I find the optimum charge weight first and then tune by playing with the bullet jump, or vice versa? Any suggested starting charge weights for this bullet/powder combo?
 
This should get you pointed in the right direction.
Do not pay attention to the velocity numbers on the seating depth test. That was run with RL16 but seating worked for all powders when using the Berger 90 BT.
The top left group was fouling the bore at 5K off the lands. Every other group from 2K-23K represent off the lands in 3K increments.
The 2 nodes for IMR 4064 are 36.1-36.4 & 37.9-38.2. The upper node is hot so approach with caution. 4064 is temp sensitive in the .243 so maybe only run the lower node in the summer. I saw a 60fps change in velocity from 18-87 degrees F. I tried 210M’s but did not get the accuracy that I did with BR2’s or Rem 9.5’s. As always, your results may differ some but this should get you started.
