22BR 90 Gr VLD RL17?

I've not used it, no first hand experience, so take it for what it's worth, but I've been told by several people who have tried RL17 for competition shooting that it is too temperature sensitive.

The only way to find out is probably to give it a try

The 90gr Vld's work great in a 22BR and have a very high BC, which turns it into a great fine weather F-Open combination all the way out to 1000 yards. I use Varget with the 90's, (3100 fps) and the accuracy is extremely good!

I was running 90gn pills in my 22 BR and 22BRX a while ago and absolutely loved it, worked well in F class out to 1100yds.
I never tried R17 in it, only Varget and H4350 which worked great, nice and consistent, not temperature sensitive. I have never used R17, but from what I have read, there is a reason why it is not popular in target shooting, though the extra velocity it gives might work out well in hunting rifles.
