.223rem and RL 17 to slow?

I read some where fellow was trying RL 17 with 90gr .224 in 223 Rem seems a little slow ?

Seems like one of my friends with a 223 AI tried RL17 out of his 28' spacegun bbl. and didn't get usable velocity. IOW, yeah, I think RL17 is too slow in a case as small as the 223, even with 90s.
