20Prac/20Tac starting loads 32gr H4198

Can anyone suggest a starting load with H4198, 32gr bullets for 20 practical or 20 tactical? Was thinking of 23gr in winchester cases and CCI450's in a bolt action 20 practical 1:12 twist barrel.

Hodgdon data say's start at 20gr min. to 22.5 max!

I would start as Ohio1 said, 20gr, and work carefully up. I got a bit too keen(and silly !) chasing velocity with my 20Prac, and ended up popping primers at 24.5 of H4198. I had done a fair bit of working up, and was convinced the 24.5 was a good load, but down the track it revealed it was way too hot.
