2018 NRA highpower rule changes?

(c) U.S. Service Rifle 5.56 mm M-16 series –

. Must be chambered for the 5.56 x 45 mm NATO (.223) cartridge.

. The gas operating system must be fully operable and adhere to the original M-16

rifle design (i.e. Stoner design, gas impingement system) or have a piston- operated gas system

· The receiver must be separately machined from the handguard; the two parts must be separable.

· The barrel may be no longer than 20 inches; flash suppressors are not required, but if the barrel has a flash suppressor, it shall not be included in the barrel length measurement.

· Upper receivers and barrels may not be changed during the firing of any event.

. Metal or synthetic (polymer) magazines, standard issue or commercial equivalent, with standard service 20- or 30-round box magazine dimensions must be attached during the firing of all courses and in all positions. A 10-round magazine with the same external dimensions as a standard service 20-round box magazine may be used. A dummy magazine with a ramp for single shot loading may be used if this magazine has the same external dimensions as the standard service 20-round box magazine. Magazines may not contain added weights.



3.1(e) A temporary, fitted non-adjustable cheek piece may be added for use on the service rifle when using optical sights.



This applies to all 3.1 rifles!"
 
Are magazines now going to be weighed to ensure compliance? What is the point?
That's an old, old clause copied into the new, more open 'm16' rule.
The point is that just about anything that passes for an AR is good to go in service rifle within a few specific limitations.

I came up shooting the m1a, earned my distinguished and hm with a true iron sight a2 rifle.
I still love shooting service rifle even with my vortex scope. It’s nice to shoot an 80 rd match and not have my eyes flat wore out at the end of the day.
Scores haven’t shot up, the presidents 100 cut is still about where it usually is. I do like the fact that older shooters that could no longer see the front sight are now back in the game with optics.
You either love the sport or you don’t, change with the times/rules my man

If this accurately represents the new rule it makes it legally POSSIBLE for me to shoot AR based NRA service rifle as an inmate of NY State. Under 2017 NRA rules and unSAFE act pistol grip + working gas system + drop-able mag for rapids is mandated by NRA but forbidden by NYS. If you had it in 2013 and registered is the only legal way.

Also, this seems to open up for full bull barrels all the way to the muzzle.

Well....just for your info I could pay my way, your way, and several others way! I was on the road shooting probably before you were born....and I got tired! Was ESPECIALLY glad I got tired before the 'rat rifle' became popular! It's makes a fair rifle for shooting turtles off logs.

Guess I had that coming.. Just about every AMU or Service Team Member quites after they move on or retire. I guess Tired is the Key word there.Turns out it has saved you from those dreaded Rat Rifles as well.. Win win.
 
That's OK Shawn, I'm still scratching my head over the effective date of the 2017 rule changes.

Keith I agree. When DW had me sending out the info for him last year he told me once the BOD voted and passed the rules they were in effect (regarding the distinguished program). It didn't make sense to me how something could be in effect when you don't know about it. What they need to do is in May post the rules that will go in effect for the following year (in this case 2019). The NRA rules process makes the US Government look efficient.
