I have formed a Couple LOL in my time and the only thing I do is run through a 20VT FL size die. But to answer your question. I do not see why you couldn't. Thanks L.Sherm I sforgot about the shouldere angle

You talking about fireforming or FL sizing after there fireformed? You have to get the neck dia. Down to probably .226 to fireform and I doudt you can do that with a 221 die since a 20VT has a 30 deg shoulder and I believe 221 is 25.
I'm thinking a$$ backwards you might give it a try with the right bushing

If you use a bushing to go down to 20, they might end up so so. I go down to 20 with a Pbike257 "Wildcatter Shoulder Set Back Die" THEN use a 20 Mandrel to make sure the necks are straight. After that, full length 20 VT die. Once down to 20, no more issues. Just load and shoot.

No, you will just end up with a 20-221, A 20-221 will be proud in a 20vt chamber.
Easy way if you cannot get 20vt size dies is get a vt body die to set the shoulder angle, then you can use a 221 bushing die if you set it right.
