20 dasher accuracy

Say my friend wanted to build a custom 20 dasher... 28" krgr. Pipe(a tad bigger than standard rem. Varmint contour, a custom action(say still. Pred. or smthn along that line)and a pillar bedded lam. Stock. Could he achieve superb accuracy -1hole 100yrd shots?or close to it?!

With that setup he should be able to do that if HE is capable of shooting that quality of gun. Also it boils down to load developement. But yes, once he gets the right load and gets accustomed to shooting that gun, one hole groups should be possible.
