Crooked or dinged necks....I`m guessing your using Rem. brass.....
I expand and turn all my brass, so I haven`t ran into this YET.....
+1 on the previous suggestions, forming the 17 cal case neck will induce some case hardening in the brass. Some factory brass is annealed, some not. Also consider a bushing neck die so you can control the amount of neck tension, if you feel you have too much. With some cartridges 2 thou tension will give you the same grip as 4 on another case.
Not saying that 4 or more is no good, just most accuracy shooters would agree that 2-3 is what to aim for. Another option is to thin the brass neck, to reduce the tension, but this may not be a solution if your have more than 4-5 thou neck clearance in your chamber already.
