As a rule, no it's not. The MK4 is a wildcat with a smaller neck diameter, generally .200-.201 depending on what reamer was used. There are tons of variants in 17MK4 chambers. While the 17FB is going to be .205-.206 unless the rifle was chambered with a tight neck reamer, most are factory. The 17MK4's out there are going to be customs and just because you might be able to close the bolt on a 17FB in a 17MK4 rifle I wouldn't advise pulling the trigger unless you know a lot about the neck size's on both.
 
I am pretty sure he was asking about the brass, not loaded rounds. If that 's not the case then you do run into neck issues, maybe. The 17M4 I had a .200 neck all of the loaded 17FB ammo I was .198". The trim length isn't even that important on the 17FB commercial brass because the case is well under .025" SAMMI specs. I still would be worried about shooting it. Adam
