17 Ackley Bee Load Data

Looking for some load data for a 17 Ackley Bee preferably using CFE Blk. I've read where 14 gr of H4198 will push a 20 gr Vmax around 3300 fps. I need a recommendation for a starting point/fire forming charge using CFE Blk. Given the burning rates of H4198 and CFE Blk are similar, would it be prudent to start with a 12.5 gr of CFE Blk with .2 gr increases until a heavy bolt lift and/or primer irregularities are noted?

From Quickload:

Cartridge : .17 Ackley Bee
Bullet : .172, 20, Hornady V-MAX 21710
Useable Case Capaci: 15.296 grain H2O = 0.993 cm³
Cartridge O.A.L. L6: 1.670 inch = 42.42 mm
Barrel Length : 22.0 inch = 558.8 mm
Powder : Hodgdon CFE BLK *C

Predicted data by increasing and decreasing the given charge,
incremented in steps of 2.0% of nominal charge.
CAUTION: Figures exceed maximum and minimum recommended loads !
