This guy showed up at our house in NW Pennsylvania this morning. Curious, can anyone can tell me what it is? I’ve never seen one quite like it before.

Commonly known as a Chukar. Some fine eating, those birds are. Fun to hunt, but be prepared they like to climb uphill and just as you are on them, then they take flight back down and further across a hillside..
 
I used to raise those birds(50 at a time). A friend of mine,now deceased, used to hatch these for me. He would do me 50 per year and that is about all you can eat in 1 year. Delicious any way you want to fix it, Just don't hold them too long or they will get a little tough .If you do, you can always do what Bc's suggested,you can throw some mushroom gravy around their butt and simmer.
 
I'm with muleman69, not only should you eat your Wheaties but you better practice walking up and down mountains, (not hills) before you start because that's what you are going to do all day if you hunt them here. If you hunt them in the snake river canyon you might end up swimming as well.
