I'm going to wager that it can be. I run the 90VLD at 2800 with out stepping on it. I know guys running them 2850 and more (with the associated limited brass life). This bullet should be capable of getting into the range of 2800 if chambered properly.
At to the BC. if the BC isn't better than the 90VLD "what's the point?"
I'm betting that it needs a 6.5 even in a long barrel. If it will shoot I'll run them at mid range (bites that I have a brand new 1:7 waiting to be chambered though)That said, the calculators say you need faster than a 1:7 for the Berger 90VLD, but it's been proven that the 90VLD will shoot great from a 1:7, esp out to 600, and Randy shot them well in Palma to 1000 though I don't recall his twist. The F'rs haven't had much success with any 223 past 600 in at least 4 or 5 yrs.

Highly Unlikely with that case capacity unless your willing to shoot Lapua & "bin" every one after firing at that velocity. (I base my assessment on Q/L)
