Why do you need to use a pinned barrel bracket, is it a glue-in?

Most of the time a recoil lug is pinned to keep it from turning when you switch barrels.
I made my own out of a threaded piece that centers the lug on the receiver so you can drill the hole..

The Jig from Holland is a lot of $$$. BUT you can also use it as a sine bar when working on an action. Very easy to make a scope base custom, to your gun. I've made them so as I keep the recital of scope centered at whatever I want rifle zero . also neat and fast to repair scope base screw holes when the Gorilla snaps a screw head off.
and as far as pinning the recoil lug. I can do a 2 pin lug start to finish in about 10 minutes.
after getting the fixture , I sorta kinda wished I would of saved my money.
BUT , It paid for itself many times over.
