Kestrel 4500 W1 and W2 values; adjustment

I am a bit confused about the meaning of especially the W1 wind value as found in the Kestrel 4500 Applied Ballistics. It has been stated that this is the lowest average wind speed measured over a 5 second time span but I have also seen this mentioned as just the average wind speed; so which one is it, lowest average or just average ? I would also appreciate info from the experts on how you apply the W1 and W2 values into your shooting solution; do you quickly pick a value more or less midway between those two values when you are ready to fire or do you just make adjustments according to the W1 value ? I use the first mentioned method at the moment and find myself turning the windage dial continually and second guessing myself all the time. Info on this by DocUSMCRetired or any fellow shooters will be appreciated.
 
W1 is you low wind value, W2 is your high wind value. How you apply them, applies to the style of shooting you are doing. I prefer to share the bracketing method. Take the two winds, split the difference and dial that. Then on low wind, hold low, and on the high wind value hold high.
