Don’t know about R23 but in my 7/270 WSM (270WSM necked up to 7mm) N165 is just a tad bit slower than H4331sc with Berger 184's.

Phil, I haven't use moly since Berger came out with the the target line of bullets. You should be able to get 184 naked Bergers to 2950 fps range...
